Antique 1919 Penna Pennsylvania License Plate 296001

Description

1919 Penna License Plate in good condition for its age. The plate has rust, paint fading/lose and possibly this plate was repainted?? Please look closely, i just find it odd that the corner looks to be rusted but is all blue(where it says PENNA).
